Who actually builds India — the long tail behind the register
The names in the headlines register a few hundred projects between them. Most of the register belongs to firms with exactly one.
The public conversation about Indian real estate is a conversation about perhaps thirty listed developers. The register describes a different industry: tens of thousands of promoters, the overwhelming majority of whom appear on it once.
This counts the distribution — how many projects each promoter on the register holds — and, separately, the legal form each declared at registration. Both are filed facts, and neither has been counted across every state before.
It is the clearest single answer to why buying a home in India is difficult to research. The counterparty is usually not a company with a public record; it is a partnership firm registering its only project.

Shares are of the 1,21,055 records that declare a form. A further 7,981 come from registers that publish no promoter type at all, and are excluded rather than counted as “other”.
How this was counted
- Promoters are grouped by name, normalised for case and punctuation. The bands count how many promoters hold one project, two, three to five, and so on, and how many records sit in each band.
- Legal form is the promoter type declared on the filing, grouped into partnership, private or public company, LLP, individual, proprietorship and public body. The registers use dozens of spellings for the same handful of forms; those are folded together by the term they contain.
- Records from registers that publish no promoter type are excluded from the legal-form table and counted separately, not assigned to “other”.
- Percentages are of the records that declared a form, not of the whole corpus.
What it does not show
- Promoters are identified by name, so two unrelated firms with the same common name are counted as one, and one firm registering under two spellings is counted as two. This inflates the largest portfolios and slightly understates the number of distinct promoters. It is the honest limit of a public register that publishes no promoter identifier.
- A promoter with one project on the register may have built for decades before RERA, or under another name. The band is a count of registrations held, never a measure of experience.
- Legal form is what was declared at registration and may have changed since. It is not a statement about a firm's current constitution or standing.
- Nothing here ranks a promoter. A larger portfolio means more registrations, not a better builder — the same restraint every builder page on Horizon keeps.
