A study of the public record

The year India's real-estate register began, and every year since

RERA took effect in 2017 and the registers filled in a rush. The annual count since is a record of that rush, the year it stopped, and what came after.

The Real Estate (Regulation and Development) Act was passed in 2016 and came into force across most states on 1 May 2017. Every project already under construction had to register, and every new one since. That created a founding surge no later year repeats — and it means the registration date on a filing is a datable event with a national shape.

This counts that shape: how many registrations carry each year, how many state registers were filing in it, and — separately — the date of the earliest filing each state's register holds.

The second table is the more useful one. It shows when each register actually starts, which is the real answer to “how far back does this data go?” — a question no state portal answers about itself, and nobody can answer about all of them at once without holding all of them.

“Registers filing” counts the state registers with at least one registration dated in that year — it rises both as states came online and as Horizon read more of them. A further 86 records carry a registration date in a future year and are excluded here.

The earliest and the most recent registration date in each register. A date before 2017 is a project recorded with its original date, not evidence the register existed then. Filings carrying a date in the future are excluded from the most-recent column, where they would misrepresent how current a register is. Ordered oldest first.

How this was counted

  • Each record's filed registration date is read and grouped by its year. Records with no registration date are excluded from the year table and counted separately.
  • “State registers filing” is the number of distinct state registers with at least one registration dated in that year. It rises as Horizon reads more states and as states came online, so it is a fact about the corpus as much as about the year.
  • The current year is marked to-date and is not comparable with a full year. Registration dates in a future year are excluded from the table and counted in the note beneath it.
  • The earliest filing per state is the minimum registration date in that state's records, unadjusted.

What it does not show

  • Some registers carry dates that predate RERA itself, because projects already underway were recorded with their original dates. An early date is evidence about a filing, not evidence that a register existed then.
  • A year's count is a count of registrations, not of construction starts, launches or completions. A project registers once and may take years to build.
  • The shape of any year reflects which registers Horizon holds. A dip is not proof that fewer projects were registered nationally — it may be a register Horizon had not yet read, or one that files dates differently.
  • Nothing here is a market indicator. Registration volume is an administrative count, and reading a housing cycle into it is exactly the inference this page will not make.
