The complaints on file — and the registers that publish none
A few state registers publish the complaints filed against each project. Most publish nothing at all, and the difference is invisible on any one project page.
RERA created an adjudicating authority in every state, and buyers use it. A handful of registers publish the resulting complaint count against each project; the rest publish nothing — not zero, nothing.
That distinction is the single most misread thing in this data. A project in a state that publishes no complaints register shows no complaints, and it is not the same fact as a project with a published count of none.
This counts what the publishing registers hold, and names the ones that publish nothing so the silence is on the record too.
Each bar: complaints, against the largest shown. Only registers that publish a complaints file appear. A bigger bar follows a bigger, older register as much as anything else.

These registers publish no complaints section for Horizon to read. That is a fact about the portal, and it says nothing at all about complaints in that state.
How this was counted
- Only registers that publish a complaints file at all are counted. A register that publishes none contributes no row — it is listed separately as unpublished, never as a zero.
- “Complaints on file” is the sum of the complaint counts filed against each project in that register. “Projects with at least one” counts the records carrying a non-zero count.
- The open-versus-resolved split is deliberately not shown. Only some registers publish it, and in at least one the published resolved count exceeds the published total — two figures maintained on different cycles. Publishing a national split built on that would be a number we could not stand behind.
What it does not show
- A complaint is an allegation made to an authority. It is not a finding, not a judgement, and not proof that anything was done wrong. Many are resolved, withdrawn, or concern matters unrelated to construction.
- A register that publishes no complaints file tells you nothing about complaints in that state. Reading its absence as a clean record is the exact error this page exists to prevent.
- Counts track register size and register age as much as anything else. A larger register with more projects and more years behind it will carry more complaints, and that is arithmetic, not a finding about a state.
- Complaint counts are per project as published. Several complaints can concern one issue, and one complaint can concern several projects.
- Horizon publishes the count and links to the record. It does not investigate, adjudicate, or characterise any complaint, any project, or any promoter.
